Hate Crime Provision
Included In Crime Bill
WASHINGTON,D.C.—The recently
passed federal crime bill in a final vote
in the Senate, includes two important
measures supported by the National
Gay & Lesbian Task Force (NGLTF)
— the Hate Crimes Sentencing
Enhancement Act and the Violence
Against Women Act.
The Hate Crime Sentencing
Enhancement Act will advance the
federal response to crimes in which the
perpetrator intentionally selects a victim
because ofhis or her"actual orperceived
race, color, religion, national origin,
ethnicity,gender or sexual orientation."

"Many vicious crimes against gay,
lesbian and bisexual people are not
federal crimes, and will not be directly
impacted by this legislation,"Domi said.

unpunished in this society."
Along with the Hate Crime Sentencing
Enhancement Act,the Violence Against
Women Act wasfolded into the massive
crime bill. That act doubles the federal
penalty for repeat sex offenders and
requires that federal laws treat

with manslaughter and sentenced to
only six years. In a separate incident,
four teens were charged in August with
the vicious murder of a gay man in

Hate Crime Provision
Included In Crime Bill
WASHINGTON,D.C.—The recently
passed federal crime bill in a final vote
in the Senate, includes two important
measures supported by the National
Gay & Lesbian Task Force (NGLTF)
— the Hate Crimes Sentencing
Enhancement Act and the Violence
Against Women Act.
The Hate Crime Sentencing
Enhancement Act will advance the
federal response to crimes in which the
perpetrator intentionally selects a victim
because ofhis or her"actual orperceived
race, color, religion, national origin,
ethnicity,gender or sexual orientation."
Houston. According to police,the teens
hunted down the victim because they
had heard that gay men often had a lot
of money and were "easy targets."
"Many vicious crimes against gay,
lesbian and bisexual people are not
federal crimes, and will not be directly
impacted by this legislation,"Domi said.
"However, it is imperative that the
highest level of government send a
message that hate crimes will not go
unpunished in this society."
Along with the Hate Crime Sentencing
Enhancement Act,the Violence Against
Women Act wasfolded into the massive
crime bill. That act doubles the federal
penalty for repeat sex offenders and
requires that federal laws treat
Specifically,the act increases penalties
acquaintance rape and stranger rape the
for federal crimes that are hatemotivated and enhances federal
sentences not less than three offense

"This act sends a dramatic signal to
those who seek to victimize gay people,

timely, with several anti-gay incidents
garnering media attention nationwide.
Gay and lesbian activists in Salt Lake
City staged a rally earlier this month
after a district court judge reduced the

Hate Crime Provision
Included In Crime Bill
WASHINGTON,D.C.—The recently
passed federal crime bill in a final vote
in the Senate, includes two important
measures supported by the National
Gay & Lesbian Task Force (NGLTF)
— the Hate Crimes Sentencing
Enhancement Act and the Violence
Against Women Act.
The Hate Crime Sentencing
Enhancement Act will advance the
federal response to crimes in which the
perpetrator intentionally selects a victim
because ofhis or her"actual orperceived
race, color, religion, national origin,
ethnicity,gender or sexual orientation."

"Many vicious crimes against gay,
lesbian and bisexual people are not
federal crimes, and will not be directly
impacted by this legislation,"Domi said.
"However, it is imperative that the
highest level of government send a
message that hate crimes will not go
unpunished in this society."
Along with the Hate Crime Sentencing
Enhancement Act,the Violence Against
Women Act wasfolded into the massive
crime bill. That act doubles the federal
penalty for repeat sex offenders and
requires that federal laws treat

gay,the perpetrator wascharged merely
with manslaughter and sentenced to
only six years. In a separate incident,
four teens were charged in August with
the vicious murder of a gay man in

for the victims of sex crimes. The

variety of police training, counseling
services, data collection systems, and
educational programs.
