TOHR
MEMBERSHIP MEETING
FEBRUARY 15, 2000
The monthly membership meeting of Tulsa Oklahomans for Human
Riglts or TOHR (pronounced T-0-H-R) for February will be held Tuesday,
FEBRUARY 1Elh, 2CXX) at 7:?JJ pm at the Tulsa Gay Community Services
Certer.
Membership meetings are your chance to learn more abol1 the activi-
ties TOHR has planned in the coming year and more importantly, learn
more about the work TOHR is doing to improve the lives of gay, lesbian,
bisexual and transgender people in Tulsa and the surrounding areas.
A short business session is part of the agenda, enabling you to grasp a
better understanding of the amount of work, as well as the amourt of dollars required, that is necessary for the mission of EQUALity to be
achieved.
This upcoming meeting is of importance because of the need to
achieve quorum (10% of the membership residing in the ciy of Tulsa)..
Quorum is necessary in order for actual business to be voted on and this
meeting there is an approval necessary by the membership.
Two new at-large members of the Board of Directors have been appoirted and will be presented to the membership for approval. Quorum is
required for this to happen.
In addition to the regular business session and approval of the board
appoirtmerts, as always, a special program is slated for the night.
All TOHR members, guests and irterested individuals are invited and
encouraged to attend.
Getting .ready for this years Parade requires planning and hard work
and here is your organizations chance to get a jump start.
Tulsa Oklahomans for Human Riglts and the Steering Committee of
June pride activities will be hosting a 'Float Clinic' Saturday, March 11 at
the Community Center at 1:00 pm.
Last years historic first pride parade for Tulsa had over 40 ertries wth
!"any of them being floats. If you were involved wih the planning or building of an~ of the ~oats. you know the work (and sometimes the heartache)
of preparing a rolhng mass of tissue paper, paper mache or baHoons.
The clinic is designed to help in your planning and execltion of your
ertry. From the initial design concept to the eventual completion-I all
r~uires planning. Short presentations will cover design concepts, maten~I (cost effective) gathering, building techniques and of course, the policies and procedures (the rules) of the parade.
For more information, please call 918-743-4297 during the evening.

OKLAHOMA. OK?
The Sooner State (for many-the Cowboy State, but that's another
article) has a repl1ation for being near or at the bottom of the 50 states
when it comes to many issues our nation faces as a whole.
We have all heard about the high teenage pregnancy rate, the evolution
textbook disclaimer, the quality of the roads, the low rate of pay for our
teachers, the turnpikes, the cockfighting issue; the list can go on and on.
These are issues that are important to many in the GLBT community as
well as the community at large. However, there are a few issues that deserve to be brought up irto the limelight-issues that directly affect the
lives of many of us.
Last year, a brave legislator brought HB1211 to Oklahomans. HB1211
would have added sexual orientation to our state's existing enhanced penalties hate crimes law. The measure would have also allowed hate crimes
victims to receive civil damages from their perpetrators. HB1211 passed
the House Committee on Judiciary on ~ bit was killed in a full House
vote on March 10, 1989.
A similar Senate bill, SB578, would have also added gender and sexual oriertation to the state's existing enhanced penalties hate crimes law.
It also would have allowed· hate crimes-victims to receive civil damages
from their perpetrators. However, this bill died in the Senate Committee
on Appropriations as of February 2, 1989. The measure will be carried
over for consideration during the 2CXX) legislative session.
Wlile HB1211 and SB578 wen, and are issues worth·fighting·for, there
.are many-more that should be raUied around and brougtt crashing to the
floor. The Oklahoma legislature will be considering many bills in this session that could DIRECRY AFFECT EVERY GAY, LESBIAN, BlSEXUAL AND TRANSGENDER INDIVIDUAL in the State of Oklahoma!

QUILT WORKSHOP PLANNED!
The Steering Committee of the Tulsa chapter of the Names Project will
be giving a 'Quilt Workshop' as part of the TOHR membership meeting,
MARCH U, 2000. The workshop will follow the regular short business
session of the meeting and is intended to show how to plan and make a
panel for addiion to the AIDS Memorial Quilt.
The Tulsa Chapter of the Names Project will be bringing a major display of the AIDS ·Memorial Quilt to Tulsa this coming December and this
upcoming workshop can help you in the design and construction of a
panel with which you wish to remember a loved one or friend.
TOHR is also asking for individuals to submit names of members of
TOHR who have passed away due to HIV or AIDS related illnesses.
These names will then be incorporated in a panel (size to be determined)
and preserted during opening ceremonies of the display December 1,
2CXX>.
For more information or to submit a name, please call 918-743-4297
during the evening before 9:00 pm.

Tulsa Oklahomans for Human Rights, PFLAG, Soulforce in Oklahoma
and Americorps joined together Monday, January 17, 2000 and participated in the annual Martin Luther King Jr. Parade.
Approximately 25 marchers walked behind the banners of PFLAG and
TOHR. The large crowd (sometimes 6 people deep along the sidewalks)
appreciated the GLBT community efforts with several •hellos' and applause.
A very large event with over 225 entries, the annual parade celebrates
the life of civil rights leader Martin Luther King Jr.
Thank you to all who joined together, braved the drop in temperature
and walked the distance---and next year join us again (in the meanwhile,
be working on your dance steps).
VOLUNTEER:
ONE WHO ENTERS INTO OR OFFERS THEMSELVES FOR A
SERVICE OF THEIR OWN FREE WILL.
TOHR and the Tulsa Gay Community Services Center are run completely by dedicated volunteers devoting their time to the need for
EQUALity. All work associated with TOHR and the Center is done by
VOLUNTEERS, as there is no part-time or full-time paid staff.
There are numerous volunteer opportunities available at your Community Center. Answering the Information line, running the Pride store,
cleaning (yes, that has to happen), working with our librarian in the Nancy
McDonald Rainbow Library and ·organizing special events are just a few of
the responsibilities taken on by volunteers. TOHR also has opportunities
for you to volunteer your time and help your community at large. The
Millennium Pride Celebration, advocacy work and organizing and helping
to run special events also require volunteers.
V\lhether it be one evening a month or 1 night a week, as well as
everything in between, volunteers are the backbone of TOHR and the
work that is accomplished. In addition to the self-68tisfaction of volunteering, you also get a 10% discount at the Pride store when you volunteer.
Troy McGoveran, TOHR volunteer coordinator, has announced a
NEW VOLUNTEER ORIENTATION for February 15, 2000. The orientation will begin at 6:3) pm and will include an overview of what you may
expect when volunteering, a short training session and refreshments.
All interested individuals are encouraged to attend the orientation as
well as stay for the February general membership meeting, scheduled for
02/15IOO beginning at 7:30 pm. Please call 918.743.4297 for more information.
A low point in the Oklahoma legislative session occurred last year. A
bill was passed by the legislators and SIGNED INTO LAW by Governor
Keating aimed at returning all criminal penalties, fines, and lail terms to
their 'Pre-Truth in Sentencing levels.· This was done for all cnmes except
sodomy-instead of returning the maximum sentence for same-sex sodomy (the only kind of sodomy Oklahoma criminalizes) convictions to 10
years, the legislature increased the maximum sentence to 20 years. This
Is the ONLY jail term the leglslatLre did not retLrn to Its Pre-Truth In
Sentencing maxlmlffl.
In addition to hate crimes and sodomy laws, some of our state representatives are also attacking our families, the very core of American life..
HB1224 would prohibit "homosexuals or lesbians· or couples who
"cohabitate continuously and habitually' from adopting children. This bill
PASSED the House on March 8, 1999 but died in the Senate Committee
on Judiciary. The measure will also be carried over for consideration d_uring the 2000 legislative session. A similar bill, HB1 707, would pr~hI~it
"homosexuals, lesbians, or bisexuals" from adopting children. This bill
died in the House Committee on Community and Families Responsibilities
as of February 2, 1999. It will also be carried over for consideration during the 2000 session.
Another bill, HB1802 would create a reblitable presumption that is not
in the best interests of the child to grant custodial placements to.gay, lesbian, and bisexual parents. This bill ALSO PASSED the House on February 23, 1999 but died in the Senate Committee on Judici~ry as_ of March
10, 1999. The measure will also be carried over for cons1deratIon dunng
the 2000 legislative session.
These are just the "lowlights" of the last legislative session. There
could be more in the 2000 session!
The Oklahoma GLBT community must be ready! We must voice our
support for our friends in the legislature in every way. We must work a~ a
community-together-in an attempt to stop senseless proposals hke
those listed above. And, while doing that we must educate the general
public-our families, our friends, our neighbors, our leaders-about the
need for hate crime legislation, the need for an employment nondiscrimination act and show the quality lives we, and our children
We must also stand up for our equal and human rights! Oklahoma's
sodomy law, targeting ONLY the GLBT community is out of step with the
rest of the nation and must be eliminated. Our families, present and future, must be given the same equal and legal rights as our heterosexual
counterparts. We must demand all of basic human rights from our state
and our leaders.
The simplest plan of action is to REGISTER AND VOTE! The GLBT
community makes up nearly 6% of the voting population which can make
the difference in a close race. WE CAN be the difference but we ALL
must vote to make that difference.
Another way to help out in the legislative arena is to become a active
TOHR member. With your membership, TOHR can make a difference in
the quality of the lives of the GLBT community. With your support, TOHR_
can continue the educational programs and services aimed at both our
community end the general public. With all of our voices combined, the
GLBT community can and MUST demand our human riglts.
Together, we VVILL win and then and only then, can Oklahoma be OKl

The Tulsa Gay Community Services Center, a program of TOHR for
the city of Tulsa, is a hub of activity each and every week throughout the
year. If you haven't visited the Center recently, or if you have never been
to the Center (why would that be?), stop by anytime to see what's going
on in Tulsa and how you can help.
The Center is the home of the offices of Tulsa Oklahomans for Human Rights - mission control as it were, for the numerous activities and
events TOHR presents and sponsors. The Center also houses the Pride
Store and the Nancy McDonald Rainbow Library. The Center provides
space for H.O.P.E. and Red Rock for education and HIV testing. There
are also large and small meeting rooms in addition to the TV lounge, complete with a large screen TV.
The Center is busy every day of the week. Below are the organizations that utilize the Center and their meeting times. Groups meet every
week unless ctherwise noted.

ONE WHO ENTERS INTO OR OFFERS THEMSELVES FOR A

Together, we VVILL win and then and only then, can Oklahoma be OKl

are also large and small meeting rooms in addition to the TV lounge, complete with a large screen TV.
The Center is busy every day of the week. Below are the organizations that utilize the Center and their meeting times. Groups meet every
week unless ctherwise noted.
