That's right! As you can probably tell from the newsletter
masthead, the Pride Center has changed irs name. The
memhcrship at the February meeting voted overwhelmingly to change the name to Tulsa Gay Community Sen'ices Center (TGCSC). It may take us a bit to get used to
the change, but look for that name to appear on basically
everything we do. Tulsa Oklahomans for Human Rights
will still he our official name, but all of our business will be
done through the TGCSC name. Thank you for all submitted entries in the name change contest.

membership contest to continue building the size of

Chastity Bono To Visit Tulsal
Chastity Bono is slated to be in T ulsa on Saturday, April
17, l999, for events benefiting the Tulsa community. Ms.
Bono will be at the Tulsa Gay Community Services Center
(formerly the Pnde Cen ter) at 12:00 110011 for a reception/
book signing. Later that evening, she will be at the
PFLAG/Tulsa C.A.R.E.S. Red Ribbon Ball & Swan
Awards dinner at the Doubletree Warren Place.
T he reception/book signing carries a $10 donation entry fee
for TOHR members. Non-members may attend for a $15
donation. TOHR memberships are available for one year at
$25 for individuals and $40 for households. Copies of Ms.
Bono's book, Family _Q_y_ting, will be available for purchase
at the event. All proceeds from the event and book sales go
to benefit the Tulsa Gay Community Services Center and

person and includes a performance by the Council Oak
Men's Chorale in addition to the keynote speech delivered

Center
The Tulsa Area PrimeTimers
are holding their 2nd annual
Auction to benefit the Tulsa
Gay Community Services Center. The Auction will be held
on Saturday, March JJ, 1999,
from 5:00 to 9:00 PM at the
Center.

range of items available for bid, including original prints,
paintings, crafts, health care items, gift certificates for dinners, flowers, hair styling, and more. The bidding was fast
and furious as the deadline approached and a great time was
had by all that attended.
Jokes Hinder Rights-The Closet
For Another Generation
A few radio stations in Tulsa are advocating hate. Please
contact them, and their advertisers, and tell them you feel
violated by the malicious messages they are sending over
the airwaves. Hate speech equals hate crimes. This hate is
being bred into our youth and it will survive into the next
generation ... This entertainment may have caused the attack at the Pride Center, and the gay bashing at State Bank's
atm.
Larry the cable guy, is a comedian that visited Tulsa for
eight shows at a local comedy club. His show is aired on
KMYZ 104.5, The Edge. He will be b:;ck in town in October. After the chairperson of T.O.H.R.'s advocacy committee requested that Larry discontinue his intolerant behavior
several times, to no avail, T.O.H.R. picketed. Larry's hate is
now broadcasted twice a day on 104.5 "It is all satire" and a
"joke", according to The Edge's morning crew.

KMYZ, 104.5 The Edge's station owner / manager (Rick
Cohn and Lynn Barstow) ignore letters requesting removal
of the hateful programming and occasional demeaning comments in regards to their distaste for the gay community.

KMOD, 97.5 has a skit they play daily called "Gaywatch".
It is a radio drama that depicts two gay males, clad in
Speedos, on the beach. The voices are the stereotypical
feminine lisp-filled voices that society has affixed to the g/b/
1/t people. Their "adventures" include stereotypical jaunts
looking for other males, decorating, party planning, and so
on. The morning crew (Phil and Brent), and management
(Allen McLaughlin) has been asked to discontinue this

main event for OGLPC in March is the Equality Begins at
Home rally planned on the South steps of the State Capital
on Saturday, March 27, 1999 at 5:30 PM (sec the rciatcd
article in this issue). Paul will be talking about Equality Begins at Home and the importance of this event.
At 6:30 PM, before the membership meeting on March 9,
there will be a meeting for all Pride Partners (volunteers) at
the Community Center. We will be discussing changes in
the procedures for operating the store. If you are a pride
partner or are interested, please attend this training meeting.
The April membership meeting on Tuesday,
April 13, 1999, at 7:30 PM, will feature
Vanessa Welch from International Tours in
Claremore. Vanessa will be discussing vacation getaway possibilities for the
CLBT community. This will be a very informative presentation for all and a great help if
you've been trying to decide where to take your
next vacation!

Rally At State Capital
A statewide rally has been planned on the south steps of the
state capital on Saturday, March 27, 1999, at 5:30 PM. The
Oklahoma Gay & Lesbian Political Caucus (OGLPC) is
organizing the rally with the assistance of TOHR, PFLAG,
Hcrland, OGLIC and other state organizations as a call for
more effective state leadership OR as a celebration of state
support against discrimination (pending the outcome of HB
1211). Hundreds of activists are expected to take part and
this will be a great opportunity for the Tulsa community to
lend it's overwhelming support to such a worthy cause. A
charter bus will leave the Community Center at 3 PM on
March 27th. To reserve seats on the charter, contact the
Community Center at 743-4297.
Following last years' horrendous murders of James Byrd in
Jasper, Texas, and Matthew Shepard in Laramie, Wyoming,
a number of state legislators have seen the need to adopt a
hate crimes law at the state level. The proposed legislation
would include protection for gays and lesbians and wc \\'ill
know by the time this rally takes place if it passes. If it
does, this will be a great celebration. If it does not, we \\'ill
be demanding to know why.
Oklahoma activists have lobbied unsuccessfully for years
for equal protection and hate crimes laws on the city and
state levels. House Bill 1211, introduced into the state legislature by Rep. Don Ross (O-Tulsa), passed the House Judiciary Committee on February 17, by a slim margin of ti vc
to three. The next step is to move the bill to the House
floor during the next two weeks for a full vote.
Parents, religious leaders and human rights supporters from
across the state have been asked to call their legislators. If
HB 1211 doesn't pass, the actions of those state leaders who
vote against it will be duly noted and efforts will only become stronger.

T.U.L.S.A. Benefit To Be Held At
The Silver Star
Those of you who were present at last
year's "After the Leather '98: The
Great Leather Campout" remember
what a great show it was. Full of fun
and great (and some campy) performances, the benefit raised needed funds
for both the Pride Center (now the
Tulsa Gay Community Services Center) and the Food Pantry.
Well, get ready, because here it comes again. "After the
Leather '99" is scheduled for J,i·ida_v, Mi11d1 19, 1999, :it
10:00 PM at the Silver Star. Once again, there will be a lot
of great performances and lots of fun for all. Be sure to
bring some extra money too. Last year's auction items were
a big hit, including autographed pictures and memorabilia
from some of entertainment's biggest stars, past & present.
This year, the event once again benefits the Tulsa ( ;a_,·
Community Services Center and the Food Pantry , as \\'ell

House Bill 1211
STATE OF OKLAHOMA
1st Session of the 47th Legislature (1999)
HOUSE BILL NO. 1211 By: Ross
AS INTRODUCED
An Act relating to crimes and punishments; amending 21 0.
S. 1991, Section 850, as last amended by Section 7, Chapter
2, 1st Extraordinary Session; 0$.L. 1998 (21 O.S. Supp.
1998, Section 850), which relates to hate crimes; modifying
conduct which may constitute a hate crime; and providing
an effective date.
BE 1T ENACTED BY THE PEOPLE OF THE STATE
OF OKLAHOMA:
SECTION. AMENDATORY 21 O.S. 1991, Section 850,
as last amended by Section 71 Chapter 2, 1st Extraordinary
Session, O.S.L. 1998 (21 O.S . Supp. 1998, Section 850), is
amended to read as follows:
Section 850. A. No person shall maliciously and with the
specific intent to intimidate or harass another person because of that person's race, color, religion, ancestry, national
origin, sexual orientation or disability:
I. Assault or batter another person;
D . Any person convicted of violating any provision of subsections A, B or C of this section shall be guilty of a misdemeanor on a first offense and a Schedule E felony on a second or subsequent offense committed on or after the effective date of Section 20.1 of this title and a felony punishable
by not more than ten (10) years incarceration in the custody
of the Department of Corrections for a second or subsequent offense committed before the effective date of Section
20.1 of this title. The fine for a felony violation of this section shall not exceed Ten Thousand Dollars ($10,000.00).
Furthermore, said person shall be civilly liable for any damages resulting from any violation of this section.
E. Upon conviction, any person guilty of a misdemeanor in
violation of this section shall be punishable by the imposition of a fine not exceeding One Thousand Dollars
($1 ,000.00), or by imprisonment in the county jail for aperiod of not more than one (1) year, or by both such fine and
imprisonment.
F. The Oklahoma State Bureau of Investigation shall develop a standard system for state and local law enforcement
agencies to report incidents of crime which are apparently
directed against members of racial, ethnic, religious groups
or other groups specified by this section to the Bureau
within seventy-two (72) hours of the time such incidents arc
reported to such agencies. All law enforcement agencies

property of another person; or
3. Threaten, by word or act, to do any act prohibited by
paragraph 1 or 2 of this subsection if there is reasonable
cause to believe that such act will occur.
B. No person shall maliciously and with specific intent to
incite or produce, and which is likely to indte or produce,
imminent violence, which violence would be directed
against another person because of that person's race, color,

shall reportto the OSBI, pursuant to such system, incidents
of crime which are apparently directed against members of
racial, ethnic, religious groups or other groups specified by
this section and further provide information on the disposition of the reported incident. The Oklahoma State Bureau
of Investigation shall promulgate rules, regulations and procedures necessary to develop, implement and maintain a
standard system for the collection and reporting of hate .
crime data.
G. No person, partnership, company or corporation that
installs telephonic, computerized, or electronic message
equipment shall be required .to monitor the use of such ·
equipment for possible violations of this section, nor shall .
such person, partnership, company or corporation be held
criminally or civilly liable for the use by another person of
the equipment in violation of this section, unless the person,
partnership, company or corporation that installed the
equipment had prior actual knowledge that the equipment
was to be used in violation of this section.
SECTION . This act shall become effective November 1,
1999.

not what is right. If allowed to continue their blasphemy, it
will be deemed acceptable. They are hiding behind their
freedom of speech, and using it as a shield. This shield allows them to take shots at "minorities", and then duck behind their rights.
